Zoom: Enforce in-meeting captions/transcript, and recording caption creation for all users

This change will enable and lock in-meeting automatic captions, meeting transcript, and cloud recording caption creation settings for all UA Zoom users. As accessibility requirements change, we want to ensure that we can help our users with these requirements, without additional work. By enabling these settings we ensure that our meetings and recordings are captioned, and thus better comply with existing ADA/Title II requirements.
